Randpark Golf Club

Q: RRA involvement in Klein Jukskei Park proposal

15 December 2008:

  • Various residents have expressed concern regarding the Golf Club’s proposals for the park.

  • Members of the RRA committee are meeting with the Golf Club this week, to determine what has happened with the Club’s proposal/application to City Parks, to table residents’ concerns and to seek undertakings from the Club that will alleviate residents’ concerns and fears.

  • The RRA committee is mandated to attend to “security and other related matters” within the RRA area. The Committee met with the Club management to understand what its plans were, examine the joint security benefits, and has disseminated these to the residents via the newsletter. We believe that constructive engagement with Club management will be the most beneficial route to follow and in the best interests of residents.

  • The RRA committee will keep residents informed of developments.

12 February 2009:

  • The RRA Committee is in ongoing discussions with the Golf Club and has initiated a process of committing all decisions regarding the park to a Memorandum of Understanding between the RRA and the Golf Club.

  • The intention is to get this signed, and duly registered if need be, so that use of the park area and respective obligations are clearly defined for all future generations.

Q: What are the rights of motorists at road blocks?

The following was taken from the Joburg website www.joburg.org.za

Roadblocks: There is ongoing confusion over the rights of motorists at roadblocks.

In light of this, guidelines are suggested if an attempt is made to arrest you at a roadblock:

  1. A copy of the warrant of arrest must be supplied by the arresting officer on demand.

  2. A copy of the warrant of arrest does not need to be available immediately, but you cannot be detained while the warrant or a copy thereof is being fetched from the police station.

  3. You have the right to be informed of your constitutional rights, which include the reasons for your detention and arrest.

  4. If you are subjected to any abuse of your human rights, you will have a claim against the authorities.

  5. You must be taken to the place stipulated in the warrant or a police station as soon as possible after the arrest is made.

  6. You are not arrested for failing to pay a traffic violation but because you failed to appear in court pursuant to a summons.

  7. You have no right to see the return of service at the time of your arrest; this can be obtained later.

  8. The magistrate has seen the return of service and issued the warrant for your arrest on the basis of the information contained in it.

  9. In all circumstances where you are unsure of the procedures being followed, keep notes and records of time, places and specifically the names of the officials involved.

  10. The most important advice is to ensure that you act immediately when you receive a traffic notice and, when you pay it, ensure that you get a receipt or keep proof of payment if the payment was made electronically.

All roadblocks have debit card, credit card and cash payment facilities.
